Gobernador de Velocidad Mexico: Speed Limiters for Trucks and Buses

Mexican fleets cover long distances on federal highways: tractocamiones, tráileres, intercity buses (autobuses foráneos), tankers and support trucks for oil and gas. In Mexico the device that caps a truck’s road speed is called a gobernador de velocidad, sometimes a limitador de velocidad. In English it is a speed governor or speed limiter.

AutoKontrol makes them in the UK. We are part of Scorpion Group, which has built vehicle electronics since 1973, and our units are ECE R89 type-approved. We ship direct to Mexican fleets with fitting instructions, and the fleet fits them itself. This page covers the speed limits your trucks run under, which gobernador suits which vehicle, and what it does for the business.

Speed limits for trucks and buses in Mexico

Under the federal highway traffic regulation (Reglamento de Tránsito en Carreteras y Puentes de Jurisdicción Federal, article 134), where signs do not say otherwise, the maximum speeds are:

VehicleMaximum speed, federal roads, no sign
Trucks80 km/h
Buses95 km/h
Other vehicles110 km/h

Where there is no sign, trucks and tractor-trucks are held to 80 km/h by day and 70 km/h at night on the highway, and buses to 95 km/h by day and 80 km/h at night.

Enforcement is changing too. A reform published in the DOF on 13 August 2026 and in force from 14 August adds article 136 Bis, which allows speeding infractions on federal roads to be issued through electronic detection. Twenty “Intelligent Highway Arches” to measure speed and read plates were announced. A gobernador set at or below the limit means those cameras have nothing to catch.

Limits in neighbouring markets are in truck speed limits in Latin America by country.

Why Mexican fleets fit a gobernador de velocidad

Diesel per kilometre. “Rendimiento de un trailer por kilómetro” and “cuánto diésel gasta un camión por km” are among the questions Mexican operators search for most. It depends on load, route and, heavily, on speed. A loaded tractocamión pushed hard on the open highway burns far more than one held steady, and a limiter removes that top end on every trip. Put your own numbers into the HGV fuel consumption calculator.

Accident risk on federal highways. A loaded combination takes a long time to stop. Taking the highest speeds off the table cuts the exposure on long runs and night driving.

Insurance. A sealed limiter with tamper detection is something you can show an insurer. A written speed policy is not.

Cargo security and proof. TrackSpeed pairs the limiter with ScorpionTrack GNSS tracking, so you see where the truck is and whether it stayed inside its limit.

Client and site rules. Ports, refineries and large shippers set their own speed rules for the trucks that serve them. A sealed limiter plus a speed record lets you show you meet them.

Driver behaviour. The limit holds whatever the pedal does, so your speed policy no longer depends on who is driving that day.

The dividing line is how the engine controls fuel. Electronic pedal, DBW. Mechanical fuel control, System 80, because an electronic limiter has nothing to connect to. Our guide to the speed governor for trucks (gobernador de velocidad) explains engine ECM limits versus an independent sealed limiter.

Sectors where it makes most sense

  • Long-haul freight (autotransporte de carga). The biggest fuel bills and the longest exposure on federal highways.
  • Passenger buses (autobuses foráneos). Passenger safety on long intercity runs, and a visible control for operators.
  • Oil and gas logistics. Tankers and support trucks, often with site rules that vary by location. GeoKontrol can apply a lower speed inside a site and release it outside.
  • Construction and aggregates. Heavy tippers on mixed road and site routes.
  • Distribution fleets. Many drivers, many routes, and a need for consistent behaviour.

How supply and fitting work

We ship direct to your fleet with fitting instructions. Your own workshop can fit the unit, or you can use a local auto-electrician or any workshop you trust. Our technical team supports you remotely through fitting, setup and calibration.

Frequently Asked Questions

What speed should a gobernador de velocidad be set to in Mexico?

At or below the limit for the vehicle. On federal roads where no sign says otherwise, that is 80 km/h for trucks and 95 km/h for buses. Many fleets set a little lower for fuel and margin.

Is a gobernador de velocidad the same as a speed limiter?

For road vehicles, yes. Gobernador de velocidad, limitador de velocidad, speed governor and speed limiter all mean a device that caps road speed. It is not the same as an engine RPM governor on a generator or pump.

Can it be fitted to a Kenworth or Freightliner with a Cummins engine?

If the truck has an electronic throttle, the DBW works on that signal. Engines may also have a programmable speed limit in their ECM, but anyone with the service software can change it. A sealed limiter leaves control with the fleet owner. Send us the model, year and engine and we will confirm the right unit.

Can our own workshop fit it?

Yes. We ship with fitting instructions, and your workshop or a local auto-electrician can fit it. A DBW takes about 1.5 hours and System 80 or TrackSpeed about 60 minutes. We support remotely.

Does it help diesel consumption per km?

Speed strongly affects diesel use, and a limiter removes the highest-consumption running. The figure depends on your load, route and current driving, so test your own figures in the fuel calculator.
