Limitador de Velocidad Peru: MTC Certificate, Buses and Trucks
Peru is a country of long, steep roads. Buses interprovinciales climb from the coast to the highlands overnight, and camiones haul mineral concentrate, produce and general freight over the Andes. The device that caps a vehicle’s road speed is a limitador de velocidad. For intercity passenger buses the Ministerio de Transportes y Comunicaciones (MTC) goes further and asks operators for a certificado de limitador de velocidad.
AutoKontrol makes speed limiters in the UK. We are part of Scorpion Group, which has built vehicle electronics since 1973, and our units are ECE R89 type-approved. We ship direct to fleets with fitting instructions. This page explains what the MTC asks of intercity bus operators, the speed limits on Peruvian roads, and which of our limiters suits which vehicle.
The MTC limitador de velocidad certificate for intercity buses
When the MTC authorises a company to run national scheduled passenger service (servicio de transporte terrestre regular de personas de ámbito nacional), the applicant must declare that its buses have a speed limiter programmed in line with the Reglamento Nacional de Administración de Transporte (RNAT, Decreto Supremo 017-2009-MTC), and must supply a limiter certificate. The requirement sits in numeral 55.1.12.9 of article 55 and applies to buses of category M3 Class III. Two MTC resolutions show it in use: Resolución Directoral 0307-2025-MTC/17.02 of 14 January 2025 and Resolución Directoral 1028-2025-MTC/17.02 of 18 February 2025.
According to RD 1028-2025, the certificate must state:
- that the vehicle has an electronic injection system;
- that the ECU is calibrated so the vehicle does not exceed 110 km/h;
- that tamper-protection mechanisms are fitted.
The certificate follows the format of RD 843-2010-MTC/15. It is issued by the chassis manufacturer, an authorised brand representative, or an authorised vehicle inspection centre (CITV).
So the limitador de velocidad here is tied to how the engine’s electronic injection is calibrated, and the paperwork comes from the parties named above. If you operate intercity buses and want to understand how an independent, sealed limiter could fit alongside that, talk to us.
Speed limits on Peruvian roads
| Road or vehicle | Limit |
|---|---|
| Public passenger transport, highways (TUO Reglamento Nacional de Tránsito, art. 162) | 90 km/h |
| Urban avenues (DS 025-2021-MTC) | 50 km/h |
| Urban streets (DS 025-2021-MTC) | 30 km/h |
For limits in neighbouring countries, see truck speed limits in Latin America by country. A limitador set at or below the limit for the vehicle and road means a long descent or a quiet straight cannot push the bus over it. GeoKontrol can apply lower speeds in defined zones, for example around terminals, towns and school areas.
Why Peruvian fleets fit a limitador de velocidad
Diesel per kilometre. Altitude, climbs and distance make fuel a big line in the budget. Speed drives consumption, and a limiter takes the highest-consumption running off the table. Try your own numbers in the HGV fuel consumption calculator.
Descents and passenger safety. Mountain roads punish speed. Capping it gives drivers margin where braking distances are longest.
Insurance. A sealed limiter with tamper detection is something you can show an insurer.
Client and site rules. Mines and large shippers set speed rules for contractors. A sealed limiter, plus the speed record from TrackSpeed, lets you show you meet them.
Driver behaviour. The limit holds whatever the pedal does, so your policy no longer depends on who is driving that day.
Which limitador de velocidad fits your vehicles
| Your vehicle or need | Fits | Notes |
|---|---|---|
| Bus or camión with an electronic throttle | DBW speed limiter | Electronic, works on the drive-by-wire throttle signal. Fit about 1.5 hours. |
| Older diesel with mechanical fuel control (limitador de velocidad mecánico) | System 80 | Mechanical, works on the fuel line. Fit about 60 minutes. Accuracy +/-1-2 km/h. |
| Tracking plus a record of speed | TrackSpeed | Limiter with ScorpionTrack GNSS tracking. Fit about 60 minutes. |
| Lower speeds in terminals, mine sites, depots | GeoKontrol | GPS geofenced zone speed limits. |
| Vehicles using SENT throttle sensors | SENT speed limiter | Built for the SENT sensor protocol. |
The dividing line is how the engine controls fuel. An electronic pedal means DBW. Mechanical fuel control means System 80, which works on the fuel line, because an electronic limiter has nothing to connect to. Our article on electronic versus mechanical speed limiters explains the difference.
Sectors where it makes most sense
- Intercity passenger transport (buses interprovinciales). Long overnight routes and a regulator that already asks for limiter paperwork.
- Mining logistics. Contractor trucks between mine, plant and port. Read more in our guide to mining fleet speed limiters in Chile and Peru.
- Long-haul freight. Coast to highlands to jungle, with some of the longest climbs in the region.
- Agriculture. Produce trucks on the main export corridors in harvest season.
- School and tourist buses. Passengers on board and mountain roads.
How supply and fitting work
We ship direct to your fleet with fitting instructions. Your own workshop can fit the unit, or you can use a local auto-electrician or any workshop you trust. Our technical team supports you remotely through fitting, setup and calibration. A DBW takes about 1.5 hours and System 80 or TrackSpeed about 60 minutes.
Frequently Asked Questions
What does the MTC ask for on intercity buses?
For national scheduled passenger service, the operator declares that its M3 Class III buses have a speed limiter programmed per the RNAT and supplies a certificate. Under RD 1028-2025 the certificate covers the electronic injection system, ECU calibration so the vehicle does not exceed 110 km/h, and tamper protection.
Who issues the limiter certificate?
The chassis manufacturer, an authorised brand representative, or an authorised vehicle inspection centre (CITV).
What speed limit applies to buses on highways?
90 km/h for public passenger transport on highways, under article 162 of the TUO Reglamento Nacional de Tránsito.
Is there a limitador de velocidad mecánico?
Yes. System 80 is mechanical and works on the fuel line. It suits older diesels with mechanical fuel control. Newer vehicles with an electronic throttle take the DBW.
Can our own workshop fit it?
Yes. We ship with fitting instructions, and your workshop or a local auto-electrician can fit it. We support remotely.
